Cat at Windsor Castle

I met this friendly cat at the Windsor Castle. It just came to me automatically.
Is it a royal cat?

    Morca - It's a black and white cat mar~ with yellow eyes. We really like each other, unfortunately I can't bring it home and make it my pet! :(
